If you are a foreigner, remember that you must pay the DNR tax or Right of Visitor without permission to undertake lucrative activities or paid employment, as requested by the Mexican government.

If you are Mexican living abroad, you may present any of the following Mexican accreditation documents to be exempt from paying the DNR:

■ Mexican residency
■ Diplomatic passport
■ FM3
■ Consular registration
■ Citizen identification card
■ INE
■ Certified copy of the birth certificate
■ Letter of naturalization

Starting November 16:

■ Foreign minors under 2 years of age who travel and do not have any Mexican accreditation document must cover the payment of this tax.

■ Foreign Customers who have a transit or connection flight in Mexican territory and do not present a Mexican accreditation document must cover the payment of this tax.

Mexican minors who are residents of Mexico and traveling alone or with a third party must present one of the following documents to exit the country:

1. Written authorization executed before a notary public, signed by both parents or the persons who exercise parental authority or guardianship of the minor. The document must include the form of transport, destination, and date of travel.

  • If the document was issued in another country, it must also bear the corresponding apostille certificate with its translation into Spanish.

  • In both cases, the original document plus two copies must be provided.

2. The Exit of Minors Form (SAM) can be obtained via the official website of the National Migration Institute (INM). Unlike the power of attorney, this procedure is cost-free and consists of the following steps:

    1. Fill out the online form and print it. Three copies are automatically printed; you will need to carry all three copies with you.
    2.
    3. Please visit your nearest INM office with the SAM Form duly completed, along with the following documents:

        • Original plus 3 copies of the minor's passport
        • Original plus 3 copies of the minor's birth certificate
        • Original plus 3 copies of the valid identification of the person who exercises parental authority or guardianship of the minor.

    4. The Federal Migration Agent will review the documentation and stamp the forms to give them official validity. Please note that the minor cannot leave the country if the form has not been stamped.

Of the three SAM copies, one must be handed to the Federal Migration Agent, another to the airline, and the third must be kept as proof of receipt.

The SAM is specific to each minor and can only be used for one journey, including the return travel.

If the minor travels with both parents, with one of them, or their legal guardian or person exercising parental authority, no power of attorney or SAM Form is required.
